On April 19, 2021, during the presentation of Budget 2021, the federal government introduced the CRHP, a support measure for Canadian employers to help stimulate the country’s economy. The program will be in place from June 6 to November 20, 2021.

With the lockdown lifting, Canada is implementing measures to help businesses with economic recovery: eligible employers can benefit from a subsidy of up to 50% of the incremental remuneration paid to eligible employees.

Eligibility

Among eligible employers are individuals, non-profit organizations, registered charities, and certain corporations. Note that employers eligible for the Canada Emergency Wage Subsidy (CEWS) are also eligible for the CRHP. However, some exceptions exist and must be verified with government.

An eligible employee must be working primarily in Canada for an eligible employer, and on a continuous basis. The amounts for employees on paid leave are not included in the CRHP calculation.

The eligible remuneration is the same for the CRHP as the CEWS; it includes salary, wages and other remuneration, for which an eligible employer would generally be required to make payroll deductions.

CRHP rates

The subsidy rates for the 6 claim periods:

• Period 17 (June 6 – July 3): 50%
• Period 18 (July 4 – July 31): 50%
• Period 19 (August 1 – August 28): 50%
• Period 20 (August 29 – September 25): 40%
• Period 21 (September 26 – October 23): 30%
• Period 22 (October 24 – November 20): 20%

This new program will coexist with CEWS. Employers will therefore have to choose between these two support measures, for which the claim periods are the same.
